If an athlete's goal is to give 100% on the field, they first need to give 110% in the gym.  Of course, this cannot be 110% effort performed in a random manner.  In order to optimize the limited and very valuable time an athlete has to train, the program needs to be fine tuned to the specific needs of the individual athlete, the sport, and the position.  The athlete will perform best and reduce injuries the most when their strength and conditioning is peaked 3 weeks prior to competition.
